Representative Thomas Massie from Kentucky has announced the reintroduction of the "Second Amendment For Every Registrable Voter Act" (SAFER Voter Act), designated as H.R. 1643. This legislation seeks to repeal a federal law that currently prohibits individuals aged 18 to 20 from purchasing handguns from Federal Firearms License holders.
Representative Massie stated, "Why should a 20-year-old single mom be denied the right to defend herself and her children?" He further emphasized that individuals in this age group are recognized as adults who can vote on public policy, enter into contracts, marry, and serve in the military. "As adults, these Americans should not be deprived of basic constitutional rights," he added.
The Gun Owners of America (GOA) has expressed support for Massie's proposal. Aidan Johnston, GOA's Director of Federal Affairs, commented on the current restrictions: “The current 18 to 20-year-old handgun ban says that the Second Amendment is a second-class right.” He underscored the importance of Massie's SAFER Voter Act in restoring young adults' rights to purchase handguns for self-defense.
Similarly, the National Association for Gun Rights (NAGR) backs the bill. Hunter King, NAGR's Director of Political Affairs, stated that denying young adults their ability to purchase handguns based on age constitutes discrimination and undermines their constitutional rights. He urged Congressional members who support the Second Amendment to co-sponsor the act.
Among those supporting Massie's bill are original co-sponsors such as Rep. Lauren Boebert from Colorado and several representatives from Georgia including Andrew Clyde and Marjorie Taylor Greene.
Massie holds a position as Co-Chairman of the Second Amendment Caucus in Congress. The full text of H.R. 1643 is accessible online.
