Representative Thomas Massie (R-KY) has introduced HR 5302, known as the “No Funds for Foreign Abortions Act,” in the U.S. House of Representatives. The proposed legislation seeks to prohibit U.S. financial aid from being directed to any foreign government, nongovernmental organization, international organization, or multilateral entity that funds, promotes, or facilitates abortions.
“The message of the ‘No Funds for Foreign Abortions Act’ is clear: foreign countries that spend money to kill unborn children will not receive aid from the United States of America,” said Rep. Thomas Massie. “All American foreign aid programs should be ended, and that money should remain in the United States. Stopping the flow of Americans’ tax dollars to foreign countries that fund abortions is a good first step to achieving this goal.”
If enacted, HR 5302 would apply globally to all foreign countries and entities involved with abortion-related activities. The bill codifies and strengthens the Mexico City policy originally established by President Ronald Reagan in 1984, which restricts federal funding from going to international non-governmental organizations that perform or promote abortions. Enforcement of this policy has varied depending on presidential administrations because it has not been set into law.
Original cosponsors of the legislation include Rep. Paul Gosar (R-AZ) and Rep. Marjorie Taylor Greene (R-GA).
Thomas Massie currently represents Kentucky’s 4th district in Congress and has held his seat since replacing Geoff Davis in 2012. He previously served in state government roles and holds a degree from Massachusetts Institute of Technology.
