Covington – Garland M. Whisner, 84, passed away on July 25, 2025, at St. Elizabeth Hospital in Edgewood, KY surrounded by his loving family. He was born on December 8, 1940, in Covington, KY, to the late Melvin Whisner and Vernice Garmany. Garland, a proud veteran, served his country for 4 and a half years in the United States Army before starting his long career in law enforcement.

After his military service, Garland joined the Newport KY Police Department as a police officer, where he dedicated many years to serving his community. Garland later ventured into entrepreneurship, owning and operating his hand-painted sign business, Whisner Signs. His dedication to public service led him back to the City of Newport, where he worked in the code enforcement department until his retirement.

Known for his friendly demeanor and gentle nature, Garland made friends wherever he went and was deeply devoted to his family. His loving and caring spirit extended not only to his relatives but to all who knew him. A member of various organizations including the American Legion, VFW, Fraternal Order of Eagles, Masons, and the FOP, Garland was a respected figure in the community.

Garland is survived by his son, Michael (Lynn) Whisner of Independence, KY. He is also remembered by his grandchildren Brittany (David) Edwards, Bostin Richards, Michael (Alexis) Whisner, and Brooke Whisner, as well as his great-grandchildren Brynley, Reagan, and Ansley Edwards, and Oliver and Paislee Whisner. He is survived by his stepmother Betty Whisner, and siblings Mark Whisner, Tommy Whisner, and Beth Whisner.

Visitation in memory of Garland will be held from 2:30 pm to 4:00 pm on Sunday, August 3, 2025, at Dobbling, Muehlenkamp-Erschell Funeral Home in Bellevue, KY, with a gathering for family and friends to follow. A Graveside Service will take place at 9:00 am on Monday, August 4, 2025, at St. Stephen Cemetery in Fort Thomas, Kentucky. The family suggests donations to an organization supporting the military in lieu of flowers.
