The City of Covington, Kentucky is seeking public feedback as it works to develop a Memorandum of Understanding (MOU) regarding the planned demolition of 1038 Jackson Street. The agreement involves the City, the Kentucky Heritage Council (SHPO), and the Advisory Council on Historic Preservation (ACHP).

The proposed project may be funded through federal Community Development Block Grant (CDBG) resources. As required by federal regulations, specifically 24 CFR 58.4, Covington has taken on the responsibility for conducting an environmental review, which includes notifying the public about the demolition of properties with historic significance.

According to the Kentucky Heritage Council, demolishing 1038 Jackson Street would negatively impact nearby districts listed in the National Register of Historic Places and would affect a contributing site at KEC 1093.

A draft version of the MOU is available for review by contacting Kaitlin Bryan, Preservation Officer, via phone at (859) 292-2171 or email at kaitlin.bryan@covingtonky.gov. Requests can also be made in person or by mail at City Hall, located at 20 West Pike Street, Covington, Kentucky 41011.

Individuals or organizations interested in providing input are encouraged to submit written comments to the City of Covington at this address. The deadline for submitting feedback is January 2, 2026, which allows for a minimum comment period of fifteen days following this notice’s publication.
