City of Covington seeks public comment on new historic preservation agreement

The City of Covington is asking for public feedback as it works to develop a new Programmatic Agreement related to its Community Development Programs. The agreement will be between the City, the Kentucky Heritage Council (SHPO), and the Advisory Council on Historic Preservation (ACHP).

The City’s Community Development programs use funds from the Department of Housing and Urban Development (HUD). In 2015, an agreement was put in place among these parties to meet requirements under Section 106 of the National Historic Preservation Act. This law requires federal agencies to consider how their actions might affect historic properties. The previous agreement ended on June 30, 2025. According to city officials, this arrangement allowed staff to run development programs efficiently while protecting historic resources.

With the expiration of the earlier agreement, the City plans to create a new one based largely on the prior version that was in effect from 2015 through 2025.
